Developer CEL hopes 33M's retail ground floor will increase activity on Mackenzie Street.Within the complex, 33M residents will have an outdoor swimming pool and lounge, a gym and a residents' lounge and gardens.Excavation has begun and construction is likely to be finished by 2013.
